During a diagnostic cycle, water will fill both tubs and then drain at end of the cycle, leaving no dishes in either tub.
If you have hard water, run another load of dishes using filtered water to see if your dishwasher dries completely.

Check for an air gap under the sink
Have you checked to see if there is an air gap installed under your sink? These are available in plastic or metal and they plug up any water flow that isn’t necessary. Be sure to check before you proceed.

Clean Rinse Aid Dispenser
For stubborn clogs, you may need to clean out your rinse aid dispenser. If a sock or piece of paper should happen to get in there, it could prevent water from exiting.
Turn off your dishwasher, then remove its lower kick plate by unscrewing it.
Look inside with a flashlight and see if you can spot any kinks in your tubing. Use a snake or long, narrow object (like an Allen wrench) to free up any stuck material that might be blocking water flow.
Rinse and repeat until no more debris comes out of the tube or is present on your floor when you look under it while standing outside of your dishwasher.
Clean Heater Element
If there are any food particles or mineral build-up on your dishwasher heater element, turn off the power to your dishwasher. Unplug and remove from under your sink.
Scrub with a toothbrush and a solution of equal parts vinegar and water. Be sure to dry completely before reconnecting to power.
